Policy Update-Week of Jan 19

In the Health Reform Update for the past week, the U.S. Supreme Court appears divided on whether providers have the legal right to force Medicaid reimbursement to keep pace with medical costs, while an Urban Institute study finds that a temporary increase in Medicaid reimbursement under the Affordable Care Act (ACA) did increase patient access to primary care.

Marketplace enrollment surges again before a key coverage deadline.  Legislation proposed in several state legislatures seeks to limit the use of specialty tier coinsurance and increase Marketplace transparency relating to provider networks   Arkansas’ new Republican governor decides against stripping coverage from 205,000 residents that gained coverage through that state’s “private option” alternative to the ACA Medicaid expansion.   The Iowa Insurance Commissioner is forced to liquidate a non-profit health insurance cooperative that enrolled more consumers that its federal funding would allow.
