Policy Update- Weeks of 6/29 and 7/6

In the Health Reform Update for the past two weeks, the House overwhelmingly approves the 21st Century Cures Act that seeks to expedite the approval of breakthrough drugs, while the Government Accountability Office provides it latest critique of adverse financial incentives within the Section 340B drug discount program. 


An $800 million surplus in reinsurance payments provided by the Affordable Care Act (ACA) appears to support studies showing that Marketplace consumers have not been dramatically sicker and more costly.  However, major insurers are claiming otherwise, and asking state regulators for 20-50 percent hikes in 2016 premiums as a result.


Efforts by conservative lawmakers to impose work requirements and higher premiums on Medicaid populations appear to create roadblocks for federal approval of expansion plans in Montana and Utah, as well as Ohio’s existing Medicaid expansion.
