Policy Update- Weeks of 10/5/15 and 10/12/15

In the Health Reform Update for the past two weeks, Congressman Kevin Cramer (R-ND) introduces a bill at PSI’s urging that would require Marketplace insurers accept third-party premium assistance payments from non-profit charitable organizations.  President Obama signs a bill tweaking the Affordable Care Act (ACA) definition of small employer but affirms his intent to veto the latest measure on the House floor that would repeal key provisions of the law.  Other new bills seek to limit premium hikes of up to 52 percent for some Medicare Part B enrollees.


Four more non-profit insurance cooperatives created with ACA loans failed the past two weeks since the Obama Administration announced that Marketplace insurers would receive only about 13 percent of their scheduled compensation for extraordinary claims.  The abrupt exit of other Marketplace insurers in Florida and Wyoming threatens to increase premiums in those states.  Nebraska and South Carolina reveal double-digit rate hikes for individual plans offered in their ACA Marketplaces.    


The California governor signs a series of bills that will expand Medi-Cal to undocumented children, set notification requirements for biosimilar substitution, upgrade provider directories, and limit out-of-pocket costs for prescription drugs.  House Republicans in Utah deal the governor another setback in his effort to expand Medicaid under the ACA.
