Policy Update-Week of 11/30/15

In the Health Reform Update for the past week, the Senate votes to repeal key parts of the Affordable Care Act (ACA) through the budget reconciliation process, although only the elimination of the tax on high-cost health plans has enough bipartisan support to override a Presidential veto. 

In response to Congressional legislation pursued by PSI, the Centers for Medicare and Medicaid Services (CMS) says for the first time that it is “considering” requiring Marketplace insurers to accept premium assistance from charitable organizations.

Marketplace sign-ups already double the initial target for the 2016 open enrollment period, while an Urban Institute study confirms that premiums increases have been far less dramatic than initially reported (averaging 4.3 percent for the lowest-cost silver plans).

Montana becomes the 30th state (including the District of Columbia) to expand Medicaid.  Gubernatorial upsets threaten to end Kentucky’s Medicaid expansion but bring Medicaid expansion to Louisiana via executive order.
