Policy Update- Week of 10/10/16

In the Health Reform Update for this week, the Government Accountability Office sides with Republican lawmakers accusing the Obama Administration of unlawfully diverting Affordable Care Act (ACA) reinsurance payments to insurers. 

 

House and Senate leaders pledge to hold votes on the 21st Century Cures Act after the November elections, which would speed the development of breakthrough drug treatments for rare disorders. 

 

Dramatic premium increases in several states push additional insurers to follow the lead of UnitedHealthcare, Aetna, and Humana and withdraw from ACA Marketplaces.  However, New York and the District of Columbia announce that their Marketplace participation will remain steady for 2017.

Only five of the 23 non-profit insurance cooperatives created with ACA loans remain as Maryland’s converts to for-profit status to avoid insolvency.

 

California becomes the latest state to enact legislation protecting in-network consumers from surprise bills from contracted out-of-network providers.
