In the Health Reform Update for this week, Democrats regain control over the House of Representatives, blocking efforts by Congressional Republicans to repeal or weaken the Affordable Care Act (ACA), block grant Medicaid, or convert Medicare into a voucher program.

Insurers take their fight over outstanding ACA risk corridor payments all the way to the U.S. Supreme Court. The Centers for Medicare and Medicaid Services (CMS) issues proposed rules increasing audits over ACA premium tax credit eligibility and relaxing Medicaid managed care protections imposed by the Obama Administration.

Voters in Nebraska, Idaho, and Utah approve ballot referendums requiring their state to participate in the Medicaid expansion under the ACA, while Democratic gains in Kansas, North Carolina, and Wisconsin greatly increase the likelihood of Medicaid expansion in those states.  The Illinois legislature overrides a gubernatorial veto that threatened to prevent a new three-month limit on short-term health plans that do not comply with the ACA.
