In the Health Reform Update for this week, a federal judge in Texas declares the entire Affordable Care Act (ACA) unconstitutional due to Congress’ repeal of the individual mandate tax penalty but stays his ruling pending appeal.

A late surge in enrollment brings total sign-ups in federally-facilitated Marketplaces (FFMs) to 8.45 million for the 2019 open enrollment period.   The Trump Administration’s dramatic cuts to FFM marketing and outreach is widely blamed for the 4.2 percent lag from last year’s total, as most of the 11 Marketplaces controlled by states report significant bumps in enrollment.

Arkansas Medicaid gives enrollees more ways to comply with new work requirements in response to broad criticism over more than 17,000 coverage terminations since June 1st.  Enrollment in Virginia’s Medicaid expansion far exceeds initial projections.
