In the Health Reform Update for this week, a federal judge in Texas appears ready to grant an injunction blocking enforcement of the entire Affordable Care Act (ACA) pending an appeal to higher courts. New Census Bureau data reveals that the nation’s uninsured rate stopped improving under the Trump Administration.

Avalare Health finds that average 2019 premiums for ACA Marketplaces are expected to fall in 11 states and increase by just under four percent nationwide. Maryland insurers cancel their 30 percent average rate hikes and will instead seek dramatic premium decreases after the state became the seventh to win federal approval to compensate insurers for exceptional claims.  The District of Columbia mayor signs an alternative to the ACA individual mandate into law (following the lead of Massachusetts, Vermont, and New Jersey) while Nebraska officially becomes the third state where voters will decide this fall whether to expand Medicaid under the ACA.
