In the Health Reform Update for this week, Marketplace sign-ups surge during the first week of open enrollment despite dramatic premium spikes and the Trump Administration’s decision to eliminate cost-sharing subsidies and slash most marketing and outreach funding.

A bipartisan Senate bill that would restore cost-sharing subsidies and gives states more waiver flexibility stalls amid conservative demands that it repeal instead of fix key Affordable Care Act (ACA) provisions.

The President issues an executive order allowing for the return of limited-benefit health plans in 2019 but agrees to insurer demands to enforce the ACA’s individual mandate for at least 2018.

California’s governor signs the nation’s most comprehensive prescription drug price transparency bill into law, as well as legislation limiting manufacturer discounts for brand-name drugs.  Maine’s governor attempts to defy a voter-passed referendum directing the state to participate in the Medicaid expansion under the ACA.  Ohio voters overwhelmingly reject a ballot initiative that sought to cap prescription drug prices paid by state agencies at the price levels offered to the U.S. Department of Veteran’s Affairs.
